The main Community provisions concerning Cross-border Co-operation are set out in the
Council Regulation (EC) No 1083/2006 of 11 July 2006, which lays down general provisions for the European Regional Development Fund, the European Social Fund and the Cohesion Fund and in Regulation (CE) 1080/2006 of the Parliament and Council for the European Regional Development Fund.
The Territorial Cooperation shall be financed by the ERDF and shall focus on integrated programmes, managed by a single authority, which shall take forward the Community priorities related to the Lisbon and Göteborg Agendas.
According to
Article 6 of Regulation (CE) 1080/2006, the ERDF shall contribute to the completion of cross-border economic, social and environmental activities through joint strategies for sustainable territorial development.
The ERDF may, in addition, contribute to the promotion of legal and administrative co-operation, to the integration of cross-border labour markets, local employment initiatives, gender equality and equal opportunities, training and social inclusion, as well as to the sharing of human resources and facilities for research and technological development.
