Overall Objective of the Project: 

The project aims to strengthen the capacity for institutional cooperation within the education sector. The mobilised public authorities will include schools and universities, along with key players like research centres, and minority national and linguistic bodies involved in teaching. The project aims to plan and implement joint solutions to common challenges, with a particular focus upon the development of joint governance tools and shared teaching models.

Project summary: 

The project addresses the common challenge of the education sector’s poor capacity for cross-border cooperation. The project’s general objective is to improve this capacity by creating joint governance tools and shared educational and training models in order to help change the current situation. In particular, the foreseen measures will benefit the schools and universities within the Program area through three Outputs.
The first involves the creation of a Strategic Document of shared teaching models containing guidelines, common methods, and shared contents on cultural, linguistic, environmental and naturalistic issues, which will be created within the context of a cross-border partnership network made up of schools, universities, research centres, and minority national and linguistic bodies. The second entails the establishment of a shared training process for teachers, which will implement the transfer of the aforementioned teaching models into the school and university environment. The third Output involves the preparation of a joint strategic Document between the universities and the stakeholders in order to more easily manage the administrative procedures for the recognition of degrees and professional qualifications for cross-border students and graduates in the education sector, by providing for the creation of materials and support services for universities, and simultaneous training for operators. The project’s proposed approach of establishing a “network” among school teachers, university professors, researchers and operators is indispensable in order to strengthen cross-border cooperation in the target sector, as it will serve to bring together the advanced theoretical knowledge and “field” experiences gained in both countries. In terms of disseminating technologies in the education sector, and promoting the use of on-line teaching materials and e-learning, the project is also original and innovative.

Main results: 

Within the context of cross-border cooperation and governance, the project aims to improve the abilities of the public authorities and the stakeholders in the field of education by creating a functional cross-border partnership network made up of schools, universities, research centres, and minority national and linguistic bodies. The network will operate according to a shared strategic document on the common challenges and joint solutions in the field of teaching, which will address cultural, linguistic, environmental, and naturalistic issues, such as, for example, the teaching of minority, regional and neighbouring languages, and teaching about the risks associated with land use and climate change. These abilities will be improved through the following specific achievements: • improved cross-border institutional expertise in the management and implementation of cohesion policies between education systems in order to address common challenges in the field of education; • more effective cross-border management and coordination of public resources in the field of education; • consolidation of work skills in cross-border partnerships and networks and intercultural communication skills between educational institutions; • improved knowledge of the language of the neighbouring country, through support for the teaching of minority and neighbouring languages; • greater use of information and communication technologies in the cross-border governance of education systems and teaching; • greater integration between national and linguistic majorities and minorities • the creation of contacts and channels of communication and collaboration to stem the onset of social disruption and promote social cohesion; • better social inclusion and integration of young migrants and refugees present within the public education system, as disadvantaged and vulnerable groups. The project aims to improve the abilities of the public authorities and the stakeholders in the field of education within the context of cross-border cooperation and governance, with particular regard to teacher training and facilitating the recognition of degrees and qualifications obtained in neighbouring countries. These abilities will be improved through the following specific achievements: • improved joint training of teachers on innovative methodologies and tools for cross-border teaching, for teaching minority, regional and neighbouring languages, and for teaching about the risks associated with land use and climate change; • coordinated and coherent management among universities with regard to the recognition of degrees and qualifications in disciplines offering professional opportunities in the education sector; • the development of guidance and support activities for students and graduates in primary education sciences in order to facilitate the management of the administrative procedures for the recognition of degrees and qualifications obtained in the neighbouring country, even through the training of operators at university service centres and offices; • improved cross-border mobility in the field of education for study and work purposes; • greater inclusiveness in the Program area through the increased availability and quality of employment, above all youth employment, and the cross-border labour market in the education sector; • the acquisition of cultural, linguistic, and technical knowledge and skills among the subjects involved in order to more effectively safeguard cultural and environmental resources; • greater knowledge of the risks associated with land use and climate change; • improved quality of the educational models, the teaching, and the performance levels of the school systems as key factors for increasing the area’s competitiveness.

Objectives and Activities

OBIETTIVI PRINCIPALI DEL PROGETTO

Il progetto vuole rafforzare la capacità di cooperazione istituzionale nel settore dell’istruzione. Le autorità pubbliche mobilitate sono scuole e università assieme a alcuni operatori chiave quali centri di ricerca ed enti delle minoranze nazionali e linguistiche che si occupano di didattica. Si intende pianificare e realizzare soluzioni congiunte a sfide comuni con particolare riferimento allo sviluppo di strumenti di governance congiunti e a modelli didattici condivisi.

 

SITUAZIONE ATTUALE DELL’IMPLEMENTAZIONE PROGETTUALE (30/05/2018)

È stata creata la Rete di cooperazione transfrontaliera EDUKA2 composta dai PP e da oltre trenta istituti scolastici all’interno della quale operano diciotto gruppi transfrontalieri di lavoro formati da docenti e ricercatori che stanno realizzando modelli didattici condivisi tra i sistemi d’istruzione nell’area del Programma e attività di supporto alla realizzazione di uno spazio comune transfrontaliero di formazione e lavoro, in particolare per gli insegnanti.
